Introduction Person

The New Year started much as 2009 had ended with our resilience team on the frontline of the Government's response to severe weather conditions.

In the first few weeks of 2010 the North West bore the brunt of the snow and freezing temperatures which stretched grit supplies to the limit.

I would like to thank you those of you working in local authorities who helped to keep the main roads moving by sharing your precious supply of grit with needier authorities elsewhere in the region.

Of course, our work in Cumbria continues and I like to think the combination of local knowledge and policy expertise brought by Government Office staff has served the county well in its hour of need.

Also featured in this edition is our first video case study focussing on the opportunities created at Crewe Heritage Centre through the Future Jobs Fund.

Finally, I'd like to mention the first meeting of the region's Joint Economic Commission of 2010 which took manufacturing as its main theme and looked hard at how traditional industries can benefit most from economic recovery.

Our transport team has worked with colleagues at the Department for Transport on the recovery effort following the floods in Cumbria, last November DfT was quick to respond to the critical loss of bridges in Workington by providing support to the Army in constructing the Barker Crossing, progressing the establishment of the temporary station at St Helens, funding the shuttle service from Maryport to Workington and helping with the contracting and funding of the temporary road crossing. DfT is also helping with the permanent bridge replacement programme as well as other highway and bridge repairs throughout the county.

Defra's Secretary of State, Hilary Benn, who was the first Minister to visit the flooded areas to see for himself the devastation caused, has announced £500k support for farmers through the Rural Development Programme for England. Help for the repair of rights of way in the National Park is also being provided.

A £1m package of support for business, put in place by the Northwest Development Agency (NWDA) with the help of the Cumbria Chamber of Commerce, has now helped over 120 businesses affected by the floods. The agency also helped Cumbria Tourism with its campaign to get the 'Cumbria Open for Business' message across, providing more than £130k of support.

Local Development Framework Core Strategies, submitted by Eden District Council, South Lakeland District Council and the Lake District National Park Authority last year, are expected to be in place by late summer.

The first person to benefit from Copeland's new Future Jobs Fund job creation scheme is settling in well to her new role. Jasmine Hine says she is "loving" her new job as an assistant in Whitehaven Community Trust's café in the Market Hall. The Future Jobs Fund is a Government initiative to get young people, aged 18-24, into work and provides support for six months. Copeland Borough Council has secured funding to create jobs for 48 people in the region.

Our Government Office team working on Cumbria's recovery is headed by David Higham and includes locality manager Liz Gill, Linda Tiley, Michelle Cameron and Sophie Curtis (transport), Angela Coulton and Elaine Howard (rural, environmental and farming), Joel Tagg (business), Janet Matthewman (culture and heritage) and Greg Burke (welfare).

We continue to be heavily involved in the response to the flooding in Cumbria in November. We provide regular reports to Whitehall colleagues and ensure that local concerns requiring Government action are progressed efficiently. Our work has involved the provision of temporary crossings across the Derwent, help with school travel arrangements and repairs to rights of way.

Manufacturing in the North West was on the agenda of the ninth meeting of the North West Joint Economic Commission, held at the University of Lancashire, Preston. Following the meeting, Phil Woolas, the North West Regional Minister, met with the North West Banking Forum and then toured the university with Graham Baldwin, Deputy Vice Chancellor.

Senior officials from Government Office took part in a Circles of Influence event at the DW Stadium in Wigan where young people got the chance to talk about the big issues they face today. Seven themed discussions were held in a circle format consisting of groups of young people aged 11-19 in debate with influential leaders and policy-makers. The event was organised by Government Office and the North West Regional Youth Work Unit.

The Regional Strategy is to become the statutory document setting out the blueprint for sustainable economic growth, sustainable development and land use. Development of the strategy is being led by 4NW (the Regional Leaders' Board) and the North West Development Agency, in consultation with a wide range of stakeholders, including Government Office.

The Regional Select Committee is to hold its second inquiry into the future of nuclear energy in the North West. We have submitted written evidence through the Regional Minister on behalf of the Government and the Minister will be invited to a hearing in the near future.

The North West Black and Minority Ethnic Advisory Group has reached agreement about how to progress leadership development through targeted work to improve black and minority ethnic representation on public sector boards. Our Community Safety team is working with the group on issues of confidence in the police and hate crime. The feedback from the advisory group will help the team to formulate an action plan.

As part of its Preventing Violent Extremism consultation programme, Neil O'Connor, Director for Cohesion and Migration at the Department for Communities and Local Government, hosted its first Q and A event at the Pakistan Centre in Liverpool. More than 50 local community members and stakeholders took part in discussions on subjects ranging from vulnerable individuals, targeted funding and community support to the role of elected members.

We hosted the first meeting of the independent Hillsborough Panel, chaired by the Bishop of Liverpool in our Cunard offices. The panel, which will meet monthly for the next two years, is making public documents associated with the Hillsborough Stadium disaster in 1989. It will also report on how the disclosure adds to public understanding of the tragedy and its aftermath.

Vernon Coaker announced a one-off payment of £450,000 to fund school buses and transport in Cumbria. Tony McGee, our head of youth policy, worked closely with the Department for Children, Schools and Families on agreement of the additional funds.

 
National News:
 

The 2012 Olympics is getting closer and we are working with partners to make the most of the opportunities in the North West. We co-ordinate the NW 2012 volunteering steering group and chair the Regional Games Time Operations group. We have also been in early discussions about the torch relay. Recently we accompanied Director General Jeremy Beeton from the Olympic Games Executive on his visit to Greater Manchester and held a staff Olympic briefing session with NW 2012 Coordinator Rob Young.

Integrated Offender Management tackles those offenders of most concern. There are exciting times ahead as this approach continues to roll out and Crime and Disorder Reduction Partnerships add reducing re-offending to their statutory duties. We are working with partners to support these developments and will be holding events in March to look at the challenges and opportunities.

Locality Managers are working on a review of Local Area Agreements.The focus is on delivery and re-negotiations are limited to nine economic targets. Formally adopted agreements are scheduled to be submitted to Government Office by mid-March.

In November 2008, Professor Sir Michael Marmot was asked by the Secretary of State for Health to chair an independent review to propose the most effective strategies for reducing health inequalities in the Regional Strategy 2010. The review, 'Fair Society, Healthy Lives', was The North West was one of two major regional partnerships created with the Marmot Review team.

This work continues as we develop a North West health inequalities framework that will underpin the objectives in the Regional Strategy 2010. The aim is to build on the immense assets of the region to secure the best health and well-being
for all.
